The review repair.
Tris found that the anchor receipt had sampled smooth scrolling before it settled, the footer named a reviewer before this release had a verdict, and the retained-cash rule had lost its concurrent comparator.

What changed
Anchor evidence now waits for stable scroll and records scroll position, viewport-relative section position and active state. The concurrent comparator is restored in Stage 2 and kill rule 03. Premature reviewer attribution is removed from immutable bytes.
Guard repairs: the embedded decision record is now structurally bound to machine-brief.json, the C12 sweep is content-bound, and the verification packet includes the Lee-only deploy classification.

Tris closed the first review findings and rejected the candidate on newly visible evidence and clarity gaps. This release preserves that failure and opens a new review scope.

What changed
Recorded no-preference and reduced-motion primitive states, completed chrome and customer-code glosses with a 45-gloss ratchet, removed dead CSS and video code, fixed future archive share-card isolation, and verified every historical archive URL while leaving historical bytes untouched.
Known historical limit: v0.1.0 through v0.1.2 retain canonical share-card references inside their immutable HTML. The current policy names that defect; v0.1.3 prevents recurrence.

The strategic spine and authority boundary are unchanged. Mobile evidence capture, asset denominator and version fidelity are repaired before Tris verification.

What changed
Moved the mobile footer inside the canonical full-page measurement canvas, removed the duplicate current-release font payload, preloaded the four unique fonts, corrected the share-card version, and made historical release records keep their own sealed file denominators.
Decision ceiling: this remains the same bounded repair cycle. It changes neither the opportunity recommendation nor the authority to act on it.
